74-10-3. Decision of board or governing body final.

The action and decision of the board as to all matters passed upon by it in relation to any action, matter or thing provided in the Solid Waste Authority Act [74-10-1 to 74-10-100 NMSA 1978] shall be final and conclusive unless arbitrary, capricious or fraudulent.
