44:1-160.  Deficiency appropriations;  temporary loan bonds    When separate appropriations are made for indoor or outdoor relief of the poor in a municipality, and any one of the appropriations is expended, or is or  may be inadequate alone for either indoor or outdoor relief, the governing body  may provide for the continuance of such relief as may be necessary for the  balance of the fiscal year, and the board or other body having control of the  finances of the municipality or district in proper proportion may provide the  funds necessary for such continuance by the issuance of temporary loan bonds,  the amount of which shall be placed in the budget for the ensuing fiscal year.   The bonds shall be issued as otherwise provided and limited by law for  counties or municipalities, or as provided in this chapter for district  welfare-houses by more than one county or parts thereof.
