Section 408:39 Hearing.
If the commissioner shall not be satisfied of the applicant's good repute, or if such objection shall be made, the commissioner shall give notice of either fact to the applicant, and upon request from him shall fix a time and place for hearing, of which 14 days' notice shall be given by mail to the applicant and to the objectors. At such hearing opportunity shall be given to said applicant and to any other persons interested or objecting, to offer further evidence as to the applicant's character and repute. If satisfied as a result of such hearing of the applicant's good character and repute in business the commissioner shall thereupon register the applicant to issue variable contracts.
