Section 653:4-1 United States Representatives.
   I. At every state general election, the voters of each congressional district shall elect one United States representative.
   II. No person shall have his or her name placed upon the ballot for the office of United States representative who, by the end of the term of such office running at the time at which the person seeks nomination for election or election, will have served, or but for resignation would have served, as a member of the United States House of Representatives representing any district in this state for 3 consecutive terms. This limitation on the number of terms shall apply to terms of office beginning on or after January 1, 1997.
