539.297 Authorization of proposal to enter into contract. Any proposal to enter into a contract with the United States for the repayment of money for construction, the cost of a water supply, the operation and maintenance of existing works, or the acquisition of property, and to issue bonds if any are proposed, must be voted upon at a special election, district election or primary or general state election in the manner provided in the case of the ordinary issuance of district bonds.
