81-2512. State assistance to political subdivision;commission; public hearing; notice.(1) After reviewing an application submittedunder section 81-2511 and upon reasonable notice to the applicant, the commissionshall hold a public hearing on the application.(2) The commissionshall give notice of the time, place, and purpose of the public hearing bypublication three times in a newspaper of statewide circulation. Such publicationshall be not less than ten days prior to the hearing. The notice shall describegenerally the use for which state assistance has been requested. The applicantshall pay the cost of the notice.(3) At the public hearing, representativesof the applicant and any other interested persons may appear and present evidenceand argument in support of or in opposition to the application or neutraltestimony. The commission may seek expert testimony and may require testimonyof persons whom the commission desires to comment on the application.
