79-2104. Learning communitycoordinating council; powers.A learning communitycoordinating council shall have the authority to:(1) Levy a common levy for the general funds of member schooldistricts pursuant to sections 77-3442 and 79-1073;(2) Levy a common levy for the special building funds ofmember school districts pursuant to sections 77-3442 and 79-1073.01;(3) Levy forelementary learning center facility leases, for remodeling of leased elementarylearning center facilities, and for up to fifty percent of the estimated cost for focus school or program capitalprojects approved by the learning community coordinating council pursuantto subdivision (2)(h) of section 77-3442and section 79-2111;(4) Levy forelementary learning center employees, for contracts with other entities orindividuals who are not employees of the learning community for elementarylearning center programs and services, and for pilot projects pursuant tosubdivision (2)(i) of section 77-3442, except that not more than ten percentof such levy may be used for elementary learning center employees;(5) Collect, analyze, andreport data and information, including, but not limited to, information providedby a school district pursuant to subsection (5) of section 79-201;(6) Approve focus schoolsand focus programs to be operated by member school districts;(7) Adopt, approve, and implementa diversity plan which shall include open enrollment and may include focusschools, focus programs, magnet schools, and pathways pursuant to section 79-2110;(8) Administer the open enrollmentprovisions in section 79-2110 for the learning community as part of a diversityplan developed by the council to provide educational opportunities which willresult in increased diversity in schools across the learning community;(9) Annually conduct schoolfairs to provide students and parents the opportunity to explore the educationalopportunities available at each school in the learning community and developother methods for encouraging access to such information and promotional materials;(10) Develop and approve reorganizationplans for submission pursuant to the Learning Community Reorganization Act;(11) Establish and administerelementary learning centers through achievement subcouncils pursuant to sections 79-2112 to 79-2114;(12) Administer the learningcommunity funds distributed to the learning community pursuant to section 79-2111;(13) Approve or disapprovepoverty plans and limited English proficiency plans for member school districtsthrough achievement subcouncils established under section 79-2117;(14) Establish a procedurefor receiving community input and complaints regarding the learning community; (15) Establish a procedureto assist parents, citizens, and member school districts in accessing an approvedcenter pursuant to the Dispute Resolution Act to resolve disputes involvingmember school districts or the learning community. Such procedure may includepayment by the learning community for some mediation services; and(16) Establishand administer pilot projects related to enhancing the academic achievementof elementary students, particularly students who face challenges in the educationalenvironment due to factors such as poverty, limited English skills, and mobility.
