Compact to be effective, when--commissioners, qualifications, terms,vacancies, how filled.
643.610. 1. Within thirty days after October 13, 1967, orwithin thirty days after the effective date of the act of thelegislature of the state of Kansas enacting the Kansas-Missouriair quality compact, whichever date is later, the governor shallappoint five persons to be commissioners of the Kansas-Missouriair quality commission, created by compact between the states ofKansas and Missouri. All commissioners so appointed shall bequalified voters of the state of Missouri, and at least threecommissioners shall reside within the district established by thecompact. At no time shall more than one commissioner residewithin the same county. Officers and employees of any stateagency or commission having jurisdiction over air pollutioncontrol in the state of Missouri shall be eligible forappointment to the Kansas-Missouri air quality commission.
2. The commissioners appointed pursuant to subsection 1 ofthis section shall hold their respective offices for a term offour years, except that the commissioners first appointed shallhold their offices for terms as follows: Two for terms endingJune 30, 1972, one for a term ending June 30, 1971, one for aterm ending June 30, 1970, and one for a term ending June 30,1969, and the governor in making the appointment shall designatethe term for which each is to serve; and on July first of eachyear thereafter the governor shall appoint successors of likequalifications to fill the vacancies occurring by reason of theexpiration of the terms of service as herein provided. In caseof a vacancy on said commission, the governor shall appoint asuccessor of like qualifications for the unexpired term.
