643.170. 1. Existing civil or criminal remedies for anywrongful action which is a violation of any part of this chapteror any rule of the commission promulgated hereunder shall not beexcluded or impaired by sections 643.010 to 643.190.
2. Nothing in sections 643.010 to 643.190 shall beconstrued to create or imply a private cause of action for aviolation of sections 643.010 to 643.190. A determination by thedirector, the commission or political subdivisions under section643.140 that air pollution or air contamination exists or thatany rule, ordinance or order has been violated, whether or not aproceeding or action is brought by the state, shall not create byreason thereof any presumption of law which shall inure to or befor the benefit of any person other than the state, thecommission or political subdivision.
