Violation of municipal ordinances, jurisdiction.
479.010. Violations of municipal ordinances shall be heard anddetermined only before divisions of the circuit court as hereinafterprovided in this chapter. "Heard and determined", for purposes of thischapter, shall mean any process under which the court in question retainsthe final authority to make factual determinations pertaining toallegations of a municipal ordinance violation, including, but not limitedto, the use of a system of administrative adjudication as provided insection 479.011, preliminary to a determination by appeal to the court inquestion.

(1990) Mayor's commission on human rights and community relations has no jurisdiction to hear and determine an allegation of a violation of a city ordinance by reason of Mo. const. art. V., sec. 23, therefore commission's order is null, void, of no effect, and for naught. Yellow Freight Systems, Inc. v.
