Purpose of law--how construed.
390.011. It is hereby declared that the legislation contained in thischapter is enacted for the following purposes:
(1) To promote safe, adequate, economical and efficient transportation;
(2) To promote the most productive use of equipment and energyresources; and
(3) To conserve the interests and convenience of the public. No right, privilege, or permit granted or obtained under or by virtue of theprovisions of this chapter shall ever be construed as a vested right,privilege, or permit; and the general assembly retains full legislative powerover, concerning and pertaining to the subject or subjects legislated upon inthis chapter and the power and right to alter, amend or repeal any provisionof this chapter at its pleasure.
