386.220. The commission may engage in any conferences withofficials of any and all other states and the District ofColumbia, territories and possessions of the United States andforeign countries for the purpose of promoting, entering into,and establishing fair and equitable reciprocal agreements orarrangements that in the judgment of the commission are proper,expedient, fair, and equitable and in the interest of the stateof Missouri and the citizens thereof to the end that any motorcarrier of passengers or property which operates motor vehiclesand trailers into, out of, or through this state as a for hiremotor carrier and which has paid all regulatory fees required bythe state, District of Columbia, territory or possession of theUnited States or foreign country where the motor vehicles andtrailers are duly licensed or registered pursuant to an agreementor arrangement entered into by the Missouri highway reciprocitycommission, or if no such agreement or arrangement has beenentered into, where the owner is a resident, shall not berequired to pay fees prescribed in section 390.136, RSMo; but theprovisions of this section shall be operative as to a motorvehicle and trailer duly licensed or registered in a state,District of Columbia, territory or possession of the UnitedStates or foreign country pursuant to an agreement or arrangemententered into by the Missouri highway reciprocity commission andif no such agreement or arrangement has been entered into, wherethe owner is a resident, upon which all regulatory fees have beenpaid, when operated for hire in Missouri only to the extent that,under the laws of the state, District of Columbia, territory orpossession of the United States or foreign country, wherein suchmotor vehicle and trailer are registered like exemptions aregranted motor vehicles and trailers duly licensed or registeredin Missouri which may be conducting similar motor carrieroperations for hire in such other state, District of Columbia,territory or possession of the United States, or foreign country.
