Secretary to the commission--duties.
386.090. The commission may appoint a secretary who shallserve during the pleasure of the commission. It shall be theduty of the secretary to keep a full and true record of all theproceedings of the commission, of all books, maps, documents andpapers ordered filed by the commission, and of all orders made byeach of the commissioners, and of all orders made by thecommission or approved and confirmed by it and ordered filed, andhe shall be responsible to it for the safe custody andpreservation of all such documents at its office. Under thedirection of the commission the secretary shall have generalcharge of its office, superintend its clerical business andperform such other duties as the commission may prescribe. Heshall have power and authority to administer oaths in all partsof the state, so far as the exercise of such authority isproperly incidental to the performance of his duties or that ofthe commission. The secretary shall designate from time to timeone of the clerks appointed by the commission to perform theduties of secretary during his absence, and during such time theclerk so designated shall, at the office, possess the powers ofthe secretary of the commission.
