376.696. Any other law to the contrary notwithstanding, nocontract shall be entered into by the governing body of anypolitical subdivision to purchase any insurance policy orpolicies unless the contract is submitted to competitive biddingat least every six years and the contract is awarded to thelowest or best bidder. The renewal of any insurance policyduring any period between submissions of the contract tocompetitive bidding shall not constitute a separate and distinctcontract for the time covered by the renewal but shall be treatedonly as an extension of an existing contract.
