Bonds or notes to finance desegregation of schools, powers ofauthority.
360.109. 1. Notwithstanding any other provision of law tothe contrary, in addition to other powers granted to theauthority by sections 360.010 to 360.140, the authority shallhave the power to issue bonds or notes or other evidences ofindebtedness for the purpose of making loans to, or purchasingthe notes of, or owning and leasing to or otherwise assisting thestate of Missouri or its agencies, departments or boards for thepurpose of financing any of the following which the state ofMissouri or its agencies, departments or boards is required,permitted, or deems it necessary to provide, pursuant to or incompliance with, any past, present or future order, ruling,decree, settlement or other directive of any court of the UnitedStates of America or of the state of Missouri in connection withor in any way related to any court case involving desegregationof schools located in the state of Missouri: The cost of all orany portion of structures, buildings, fixtures, materials,equipment and any and all other capital items used in connectionwith the providing of primary, elementary or secondary educationat or below the high school level in the state of Missouri,including, without in any way limiting the generality of theforegoing, academic structures or buildings, libraries,classrooms, places for athletic activities, places of learning,laboratories, places in which to provide health care, places inwhich to house maintenance equipment and supplies, storageplaces, places in which to locate utilities, administrationfacilities, student union facilities, communication ortechnological facilities, as well as other structures orappurtenances related thereto required or useful for theinstruction or training of students and related research andactivities, and also for the cost of all or any portion ofstudent, teacher, counselor, employee, administrator, or otherindividual's school transportation, and salaries and otherbenefits and costs of teachers, counselors, employees,administrators or other individuals, and all related costs ofsuch financings, including, but not limited to, all costs,charges, fees and expenses of underwriters, attorneys,consultants, accountants and the authority.
2. The authority shall have the power to cooperate with andassist the state of Missouri or its agencies, departments orboards in providing the financing described herein. Inconnection with any financing pursuant to the power granted inthis section, the authority shall have all powers as set forthelsewhere in sections 360.010 to 360.040.
