Rules and regulations, procedure.
337.627. 1. The committee shall promulgate rules and regulationspertaining to:
(1) The form and content of license applications required by theprovisions of sections 337.600 to 337.689 and the procedures for filing anapplication for an initial or renewal license in this state;
(2) Fees required by the provisions of sections 337.600 to 337.689;
(3) The characteristics of supervised clinical experience, supervisedmaster experience, supervised advanced macro experience, and supervisedbaccalaureate experience;
(4) The standards and methods to be used in assessing competency as alicensed clinical social worker, licensed master social worker, licensedadvanced macro social worker, and licensed baccalaureate social worker,including the requirement for continuing education hours;
(5) Establishment and promulgation of procedures for investigating,hearing and determining grievances and violations occurring pursuant to theprovisions of sections 337.600 to 337.689;
(6) Development of an appeal procedure for the review of decisionsand rules of administrative agencies existing pursuant to the constitutionor laws of this state;
(7) Establishment of a policy and procedure for reciprocity withother states, including states which do not have clinical, master, advancedmacro, or baccalaureate social worker licensing laws or states whoselicensing laws are not substantially the same as those of this state; and
(8) Any other policies or procedures necessary to the fulfillment ofthe requirements of sections 337.600 to 337.689.
2. Any rule or portion of a rule, as that term is defined in section536.010, RSMo, that is created under the authority delegated in thissection shall become effective only if it complies with and is subject toall of the provisions of chapter 536, RSMo, and, if applicable, section536.028, RSMo. This section and chapter 536, RSMo, are nonseverable and ifany of the powers vested with the general assembly pursuant to chapter 536,RSMo, to review, to delay the effective date, or to disapprove and annul arule are subsequently held unconstitutional, then the grant of rulemakingauthority and any rule proposed or adopted after August 28, 2007, shall beinvalid and void.
