Disclosure of complaints, requirements.
324.017. 1. Contrary provisions of the law notwithstanding, nocomplaint, investigatory report, or information received from any sourcemust be disclosed prior to its review by the appropriate agency.
2. At its discretion an agency may disclose complaints, completedinvestigatory reports, and information obtained from state administrativeand law enforcement agencies to a licensee or license applicant in order tofurther an investigation or to facilitate settlement negotiations.
3. Information obtained from a federal administrative or lawenforcement agency shall be disclosed only after the agency has obtainedwritten consent to the disclosure from the federal administrative or lawenforcement agency.
4. At its discretion an agency may disclose complaints andinvestigatory reports in the course of a voluntary interstate exchange ofinformation, or in the course of any litigation concerning a licensee orlicense applicant, or pursuant to a lawful request, or to other state orfederal administrative or law enforcement agencies.
5. Except as disclosure is specifically provided above and in section610.021, RSMo, deliberations, votes, or minutes of closed proceedings ofagencies shall not be subject to disclosure or discovery.
