313.550. 1. The commission may issue subpoenas for theattendance of witnesses or the production of any records,books, memoranda, documents, or other papers or things, toenable any of them to effectually discharge its or his duties,and may administer oaths or affirmations as necessary inconnection therewith. In addition, the commission shall havethe authority to issue subpoenas under section 536.077, RSMo,in contested cases.
2. Any person subpoenaed who fails to appear at the timeand place specified in answer to the subpoena and to bring anypapers or things specified in the subpoena, or who upon suchappearance, refuses to testify or produce such records orthings, upon conviction, is guilty of a class A misdemeanor.
3. Any person who testifies falsely under oath in anyproceeding before, or any investigation by, the commission, itssecretary, or the stewards, upon conviction, shall be guilty ofa class D felony.
