Director's decisions final, when--appeal to board--hearing anddecisions.
307.035. 1. The decisions of the director of the departmentof public safety under the provisions of sections 307.020 to307.120, shall be final unless appealed as herein provided andshall be sent by registered mail to the applicant.
2. Within thirty days of the receipt of the decision, theapplicant may appeal to a board of review composed of thelieutenant governor, and the members of the state highways andtransportation commission, by filing with the lieutenantgovernor, a written notice of his intention to appeal and settingforth the grounds thereof.
3. Within thirty days after receiving such notice the boardshall hear the appeal by hearing such evidence as the applicantor the director of the department of public safety shall presentand making such investigations and tests as the board deemsnecessary. In the case of a tie vote of the board on suchappeal, the board shall call upon the chief engineer of the statetransportation department to hear the evidence, makesuch investigations and tests as he may deem necessary and castthe deciding vote.
4. The board shall certify to the applicant its findings,which shall be final, except that the same may be reviewed in theproper court by certiorari.
