Fraternal Order of the Eagles, special license plates--emblemauthorization--application procedure, fees.
301.461. 1. Any member of the Fraternal Order of Eagles of the stateof Missouri may receive special license plates as prescribed in thissection after an annual payment of an emblem-use authorization fee to theFraternal Order of Eagles. The Fraternal Order of Eagles hereby authorizesthe use of its official emblem to be affixed on multiyear personalizedlicense plates as provided in this section. Any contribution to theFraternal Order of Eagles derived from this section, except reasonableadministrative costs, shall be used solely for the educational programs orpurposes of the Fraternal Order of Eagles. Any member of the FraternalOrder of Eagles may annually apply for the use of the emblem.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the Fraternal Order of Eagles, the FraternalOrder of Eagles shall issue to the vehicle owner, without further charge,an emblem-use authorization statement, which shall be presented by themember to the department of revenue at the time of registration of a motorvehicle. Upon presentation of the annual statement and payment of the feerequired for personalized license plates in section 301.144, and other feesand documents which may be required by law, the department of revenue shallissue a personalized license plate, which shall bear the emblem of theFraternal Order of Eagles in a form prescribed by the advisory committeeestablished in section 301.129 to the vehicle owner. Such license platesshall be made with fully reflective material with a common color scheme anddesign, shall be clearly visible at night, and shall be aestheticallyattractive, as prescribed by section 301.130.
3. A vehicle owner, who was previously issued a plate with theFraternal Order of Eagles emblem authorized by this section but who doesnot provide an emblem-use authorization statement at a subsequent time ofregistration, shall be issued a new plate which does not bear the FraternalOrder of Eagles* emblem, as otherwise provided by law. The director ofrevenue shall make necessary rules and regulations for the enforcement ofthis section, and shall design all necessary forms required by thissection.
