301.459. 1. Any member of the Knights of Columbus of the state ofMissouri may receive special license plates as prescribed in this sectionafter an annual payment of an emblem-use authorization fee to the Knightsof Columbus. The Knights of Columbus hereby authorizes the use of itsofficial emblem to be affixed on multiyear personalized license plates asprovided in this section. Any contribution to the Knights of Columbusderived from this section, except reasonable administrative costs, shall beused solely for the educational programs or purposes of the Knights ofColumbus. Any member of the Knights of Columbus may annually apply for theuse of the emblem.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the Knights of Columbus, the Knights of Columbusshall issue to the vehicle owner, without further charge, an emblem-useauthorization statement, which shall be presented by the member to thedepartment of revenue at the time of registration of a motor vehicle. Uponpresentation of the annual statement and payment of the fee required forpersonalized license plates in section 301.144, and other fees anddocuments which may be required by law, the department of revenue shallissue a personalized license plate, which shall bear the emblem of theKnights of Columbus in a form prescribed by the advisory committeeestablished in section 301.129 to the vehicle owner. Such license platesshall be made with fully reflective material with a common color scheme anddesign, shall be clearly visible at night, and shall be aestheticallyattractive, as prescribed by section 301.130.
3. A vehicle owner, who was previously issued a plate with theKnights of Columbus emblem authorized by this section but who does notprovide an emblem-use authorization statement at a subsequent time ofregistration, shall be issued a new plate which does not bear the Knightsof Columbus emblem, as otherwise provided by law. The director of revenueshall make necessary rules and regulations for the enforcement of thissection, and shall design all necessary forms required by this section.
