301.447. 1. Any member of the United States Military Service who wasstationed on or within three miles of the Hawaiian Island of Oahu onDecember 7, 1941, during the enemy attack on Pearl Harbor and other relatedmilitary installations may apply for special motor vehicle license platesfor one vehicle he owns, either solely or jointly, as provided in thissection. Any such person shall make application for the special licenseplates on a form provided by the director of revenue and pay an additionalfee equal to the fee charged for personalized license plates in section301.144 for the issuance of the license plates provided for herein.Applications for license plates issued under this section shall beaccompanied by such proof of eligibility as the director may require.
2. Notwithstanding the provisions of section 301.130, each suchlicense plate shall be embossed with the words "PEARL HARBOR SURVIVOR" atthe bottom of the plate in the form prescribed by the advisory committeeestablished in section 301.129. Such license plates shall be made withfully reflective material, shall have a white background with a blue andred configuration at the discretion of the advisory committee establishedin section 301.129, shall be clearly visible at night, and shall beaesthetically attractive, as prescribed by section 301.130. Such platesshall be available for issuance either to passenger motor vehicles subjectto the registration fees provided in section 301.055, or to nonlocalproperty-carrying commercial motor vehicles licensed for a gross weight ofsix thousand pounds up through and including twelve thousand pounds asprovided in section 301.057.
3. There shall be no limit on the number of license plates any personqualified under this section may obtain so long as each set of licenseplates issued under this section is issued for vehicles owned solely orjointly by such person. License plates issued under the provisions of thissection shall not be transferable to any other person except as providedherein. Any registered co-owner of a motor vehicle will be entitled tooperate the motor vehicle for the duration of the year licensed in theevent of the death of the qualified applicant. Pearl Harbor survivorplates issued under the provisions of this section shall be transferableonly to a widow or widower of a Pearl Harbor survivor.
