God Bless America special license plate, application, fee.
301.3097. 1. Any vehicle owner may apply for "God Bless America"license plates for any motor vehicle the person owns, either solely orjointly, other than an apportioned motor vehicle or a commercial motorvehicle licensed in excess of eighteen thousand pounds gross weight. Uponmaking a ten dollar contribution to the World War II memorial fund thevehicle owner may apply for the "God Bless America" plate. If thecontribution is made directly to the Missouri veterans' commission theyshall issue the individual making the contribution a receipt, verifying thecontribution, that may be used to apply for the "God Bless America" licenseplate. If the contribution is made directly to the director of revenuepursuant to section 301.3031, the director shall note the contribution andthe owner may then apply for the "God Bless America" plate. The applicantfor such plate must pay a fifteen dollar fee in addition to the regularregistration fees and present any other documentation required by law foreach set of "God Bless America" plates issued pursuant to this section.Notwithstanding the provisions of section 301.144, no additional fee shallbe charged for the personalization of license plates issued pursuant tothis section. The "God Bless America" plate shall bear the emblem of theAmerican flag in a form prescribed by the director of revenue and shallhave the words "GOD BLESS AMERICA" in place of the words "SHOW-ME-STATE".Such license plates shall be made with fully reflective material with acommon color scheme and design, shall be clearly visible at night, andshall be aesthetically attractive, as prescribed by section 301.130.
2. The director of revenue may promulgate rules and regulations forthe administration of this section. Any rule or portion of a rule, as thatterm is defined in section 536.010, RSMo, that is created under theauthority delegated in this section shall become effective only if itcomplies with and is subject to all of the provisions of chapter 536, RSMo,and, if applicable, section 536.028, RSMo. This section and chapter 536,RSMo, are nonseverable and if any of the powers vested with the generalassembly pursuant to chapter 536, RSMo, to review, to delay the effectivedate or to disapprove and annul a rule are subsequently heldunconstitutional, then the grant of rulemaking authority and any ruleproposed or adopted after August 28, 2002, shall be invalid and void.
