American Legion, special license plates--emblem authorization,application procedure, fees, design.
301.3062. 1. Any vehicle owner who is a member of and has obtainedan annual emblem-use authorization statement from the American Legion mayapply for American Legion license plates for any motor vehicle the personowns, either solely or jointly, other than an apportioned motor vehicle ora commercial motor vehicle licensed in excess of eighteen thousand poundsgross weight. The American Legion hereby authorizes the use of theirofficial emblem to be affixed on multiyear personalized license plates asprovided in this section. Any vehicle owner may annually apply for the useof the emblem.
2. Upon annual application and payment of a twenty-five-dollaremblem-use contribution to the American Legion, the American Legion shallissue to the vehicle owner, without further charge, an emblem-useauthorization statement, which shall be presented to the department ofrevenue at the time of registration of a motor vehicle.
3. Upon presentation of the annual statement and payment of afifteen-dollar fee in addition to the regular registration fees andpresentation of other documents which may be required by law, thedepartment of revenue shall issue a personalized license plate to thevehicle owner, which shall bear the emblem of the American Legion in a formprescribed by the director. Such license plates shall be made with fullyreflective material with a common color scheme and design, shall be clearlyvisible at night, and shall be aesthetically attractive, as prescribed bysection 301.130. A fee for the issuance of personalized license platesissued pursuant to section 301.144 shall not be required for plates issuedpursuant to this section.
4. A vehicle owner, who was previously issued a plate with theAmerican Legion emblem authorized by this section but who does not providean emblem-use authorization statement at a subsequent time of registration,shall be issued a new plate which does not bear the American Legion emblem,as otherwise provided by law.
5. The director of revenue may promulgate rules and regulations forthe administration of this section. No rule or portion of a rulepromulgated pursuant to the authority of this section shall becomeeffective unless it has been promulgated pursuant to the provisions ofchapter 536, RSMo.
