Safari Club International specialized license plate, issuance, fees.
301.3050. 1. Any person may receive license plates as prescribed inthis section, for issuance either to passenger motor vehicles subject tothe registration fees provided in section 301.055, or for a local ornonlocal property-carrying commercial motor vehicle licensed for a grossweight not in excess of twelve thousand pounds as provided in section301.057 or 301.058, after an annual payment of an emblem-use authorizationfee to Safari Club International. Safari Club International herebyauthorizes the use of its official emblem to be affixed on multiyearpersonalized license plates as provided in this section. Any contributionto Safari Club International derived from this section, except reasonableadministrative costs, shall be used solely for the purposes of Safari ClubInternational. Any member of Safari Club International may annually applyfor the use of the emblem.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to Safari Club International, Safari ClubInternational shall issue to the vehicle owner, without further charge, anemblem-use authorization statement, which shall be presented by the ownerto the department of revenue at the time of registration of a motorvehicle. Upon presentation of the annual statement, payment of a fifteendollar fee in addition to the registration fees and documents which may berequired by law, the department of revenue shall issue to the vehicle ownera personalized license plate which shall bear the emblem of Safari ClubInternational. Such license plates shall be made with fully reflectivematerial with a common color scheme and design, shall be clearly visible atnight, and shall be aesthetically attractive, as prescribed by section301.130.
3. A vehicle owner, who was previously issued a plate with the SafariClub International emblem authorized by this section but who does notprovide an emblem-use authorization statement at a subsequent time ofregistration, shall be issued a new plate which does not bear the SafariClub International emblem, as otherwise provided by law. The director ofrevenue shall make necessary rules and regulations for the administrationof this section, and shall design all necessary forms required by thissection. No rule or portion of a rule promulgated pursuant to theauthority of this section shall become effective unless it has beenpromulgated pursuant to the provisions of chapter 536, RSMo.
