301.3041. 1. The Wilson's Creek National Battlefield Foundation mayauthorize the use of its official emblem to be applied on multiyearpersonalized license plates as provided in this section.
2. Any contribution to the Wilson's Creek National BattlefieldFoundation derived from this section, except reasonable administrativecosts, shall be used for the purpose of promoting and supporting theobjectives of the Wilson's Creek National Battlefield Park. Any vehicleowner may annually apply to the foundation for use of the emblem. Uponannual application and payment of a twenty-five dollar emblem-usecontribution to the foundation, the foundation shall issue to the vehicleowner, without further charge, an "emblem-use authorization statement",which shall be presented by the vehicle owner to the department of revenueat the time of registration.
3. Upon presentation of the annual statement and payment of the feerequired for personalized license plates in section 301.144, and other feesand documents which may be required by law, the department of revenue shallissue a personalized license plate, which shall bear the seal, emblem orlogo of the foundation, to the vehicle owner. The license plate authorizedby this section shall use a process to ensure that the emblem shall bedisplayed upon the license plate in the clearest and most attractive mannerpossible. The license plate authorized by this section shall be issuedwith a design approved by both the foundation and the director of revenue.Such license plates shall be made with fully reflective material with acommon color scheme and design and shall be aesthetically attractive, asprescribed by section 301.130.
4. A vehicle owner who was previously issued a plate with aninstitutional emblem authorized by this section and who does not provide anemblem use authorization statement at a subsequent time of registration,shall be issued a new plate which does not bear the emblem, as otherwiseprovided by law.
