Parking cones for disabled--rulemaking procedure.
301.139. 1. The director of the department of revenue shall, uponthe request of any person who is issued special license plates or aremovable windshield placard pursuant to section 301.142 and who uses awheelchair or transports a person who uses a wheelchair, allow the personto obtain a parking cone bearing the international symbol of accessibilityand the words "wheelchair parking space". Parking cones obtained pursuantto this section shall be predominantly orange, fluorescent red-orange, orfluorescent yellow-orange, not less than eighteen inches in height andshall be made of a material that can be struck without damaging vehicles onimpact. Parking cones shall be purchased by any person wishing to use suchcone.
2. The director of the department of revenue shall promulgate rulesand regulations to administer the provisions of this section. No rule orportion of a rule promulgated pursuant to the authority of this sectionshall become effective unless it has been promulgated pursuant to theprovisions of chapter 536, RSMo.
