Director may change registration periods to equalize work.
301.110. 1. Whenever the director shall determine from anincrease or decrease in the number of registrations of all typesof motor vehicles in any given month that the volume of clericalwork of registration of all types of motor vehicles in such monthhas become so disproportionate to the volume of work in theremaining registration periods as to render the system burdensomeor inefficient, he is authorized and empowered to change theregistration period of any number of motor vehicles, other thancommercial motor vehicles, as may be necessary to increase orreduce the volume of registration in one or more periods byadvancing the renewal date and shortening the registration periodof such motor vehicles.
2. The shifting of registration periods shall beaccomplished by notifying the registrants of the change, andgiving them credit for that portion of the registration periodnot yet elapsed. In such instances the director shall order theregistrant to surrender the license plates and registrationcertificate held by him and shall assign and issue, without costto the owner, new plates and a registration certificatedesignating the new registration expiration date.
