Explosives, storage, handling and use.
293.580. 1. When used in or about mines other than coalmines, explosives and detonators shall be stored in separatesurface magazines reasonably bulletproof and adequatelyconstructed of incombustible material, with no metal exposedinside the magazine and equipped with doors constructed ofthree-eighths inch steel plate lined with a two-inch thickness ofwood, or the equivalent. Such magazines shall be provided withno opening except for entrance and ventilation, shall be keptlocked securely when unattended, and shall be provided withsuitable warning signs. The location of permanently constructedsurface magazines shall be not less than two hundred feet fromany mine opening, unless effectively barricaded.
2. Underground section boxes or magazines shall be ofsubstantial construction and placed in a crosscut or idle roomneck at least twenty-five feet from roadways or trolley wires andat least two hundred feet from an active working place, and in areasonably dry place. Explosives and detonators shall be storedunderground in separate section boxes or magazines.
3. The transportation, storage or use of black blastingpowder in underground mines is prohibited.
4. The operator of a noncoal mine shall determine themaximum supply of explosives that may be stored in his mine, notto exceed an amount to meet the estimated requirements of thesucceeding fourteen days; except that a lesser or greater amountmay be stored in the mine on approval of the director, or onorder of the director.
5. No explosives shall be stored in any place in any minewhere its accidental discharge would cut off or obstruct theescape of miners working therein.
6. The method of storing, keeping, moving, charging andfiring, or of using explosives or detonators in a mine, except asotherwise provided in this section, shall be in accordance withrules prescribed by the director.
