Signaling and hoisting devices in shaft, safety requirements.
293.330. The owner, agent or operator of every coal mineoperated by shaft shall provide suitable means of signalingbetween the bottom and the top thereof, and shall also providesafe means of hoisting and lowering persons in a cage coveredwith boiler iron, so as to keep safe, as far as possible, personsdescending into and ascending out of said shaft; and such cageshall be furnished with guides to conduct it on slides throughsuch shaft, with a sufficient brake on every drum to preventaccident in case of the giving out or breaking of machinery; andsuch cage shall be furnished with spring catches, intended andprovided, as far as possible, to prevent the consequences ofcable breaking or the loosening or disconnecting of themachinery; and no props or rails shall be lowered in a cage whilemen are descending into or ascending out of said mine. Theprovisions of this section in relation to covering cages withboiler iron shall not apply to coal mines less than one hundredfeet in depth.
