Rules and regulations, how made, when effective--commission to holdhearings, exceptions.

291.065. The director may adopt, amend or rescind rules andregulations necessary to implement any of the provisions of thislaw; provided, however, that no such rule or regulation shall beadopted except after a public hearing before the labor andindustrial relations commission to be held after thirty daysprior notice by public advertisement of the date, time and placeof the hearing and opportunity given to the public to be heard.Thereafter, subject to the provisions of chapter 536, RSMo, suchrules and regulations are to become effective ten days aftertheir approval by the commission, and after copies thereof havebeen filed in the office of the secretary of state. Theadoption, amending or rescinding of rules and regulationsrelating to the internal management of the section shall notrequire prior approval of the labor and industrial relationscommission, nor public hearing to become effective.
