260.208. No city, county, district, authority or otherpolitical subdivision of this state shall enter into a contractor other arrangement for solid waste management services withany person who has been convicted as set out in section 260.207,which convictions occur after August 28, 1990, and within anyfive-year period, except that the prohibitions of this sectionshall not apply to any person convicted as provided in section260.207 after five years have elapsed from the most recentconviction. Any person submitting a bid to a city, county,district, authority or other political subdivision for acontract to provide solid waste management services who, afterAugust 28, 1990, has been convicted of crimes which have theeffect of limiting competition as set out in section 260.207,shall notify the city, county, district, authority or otherpolitical subdivision of such conviction with the submission ofthe bid. Any person with a contract for solid waste managementservices with a city, county, district, authority or otherpolitical subdivision of this state who is convicted of crimeswhich would have the effect of limiting competition as set outin section 260.207, shall notify the city, county, district,authority or other political subdivision of such convictionwithin thirty days of the conviction. Failure to notify thecity, county, district, authority, or other politicalsubdivision as required in this section is a class D felony andsubject to a fine of one thousand dollars per day for each dayunreported.
