Agency heads to be on council.
258.020. The member agencies shall be represented on thecouncil by the executive head of the agency. The executive headof any member agency may from time to time authorize any memberof the agency's staff to represent it on the council and to fullyexercise any of the powers and duties of an agencyrepresentative.
