257.280. 1. The board may at any time prevent persons,vessels or vehicles from using, passing over or through suchproperty, works, or facilities of the district in any mannerwhich would result in damage thereto.
2. All persons and public corporations shall be liable fordamage done to such domain of the district by themselves, theiragents, or their employees.
3. All persons guilty of willful damage are guilty of amisdemeanor, and are punishable by a fine not to exceed fivehundred dollars and costs, and shall be liable for all damagesand costs.
4. The board of trustees shall have authority to repair suchdamage at the expense of the person or public corporationcommitting it.
5. Nothing herein shall be construed to abolish the rightsof the citizens of any political subdivision to decide by localoption as provided by law the question as to whether livestockshall be permitted to run at large.
