Counties to adopt plan to set boundaries of district--meetingof landowners--notice requirement.
256.645. Within thirty days of August 28, 1992, thegoverning body of each county listed in section 256.643shall adopt a plan for the county establishing the preciseboundary of that portion of the county to be included in thedistrict. The governing body of each county adopting a planshall direct the clerk of the county court to call a meetingof the owners of real estate of one acre or more per parcelsituated in that county. Notice shall be given bypublication once a week for three consecutive weeks in somenewspaper of general circulation in the county at least tendays before the day of the meeting. The notice shallspecify the meeting day, time, and place in the county; andthat the purpose of the meeting is to determine whether thequalified voters wish to become a part of the district, andif so, to elect commissioners.
