Duties and powers of commission.
256.200. The clean water commission shall develop a plan for a gradual,long-range, comprehensive statewide program for the conservation, development,management and use of the water resources of the state, and to this end:
(1) Shall collect data, make surveys, investigations and recommendationsconcerning the water resources of the state as related to its social andeconomic needs;
(2) Shall act as a clearing house and coordinator for the collection ofwater resources data and for the use of water resources data collected byvarious other governmental agencies and organizations;
(3) May accept gifts, contributions, donations and grants, and use thesame for any purpose within the scope of section 256.250;
(4) May enter upon any lands or waters in the state for the purpose ofmaking any investigation, examination, or survey contemplated by this section,and such authority extends to its agents; and
(5) May cooperate with the United States or any agency thereof or withany other state or agency thereof for any purposes within the scope of thissection.
