251.605. 1. A regional economic development district may beestablished by two or more governing bodies in order to plan, formulate,develop, promote, fund, conduct or cause to be conducted programs toencourage the economic development of the district. The governing bodiesmay establish such districts by enactment of identical ordinances or bymutual agreement of the governing bodies.

2. The qualifications, terms, and number of members of the regionaleconomic development district board for each district shall be determinedby the enacting ordinances or the mutual agreement of the governing bodies,except as provided in this subsection. Each governing body located in theregional economic development district shall have equal representation onthe board. The chief executive officer of a county in the regionaleconomic development district or mayor of a city in the regional economicdevelopment district shall appoint one resident each of such county or cityto be on the board, and such officers shall jointly appoint one additionalmember to the board. The board shall select a chairman, treasurer, and anyother officers it deems necessary to conduct its business, and shall meetin open session at a time and place designated by the chairman in order tomake policy and administer the activities of the district.

3. The regional economic development district shall be a publicgovernmental body for the purposes of section 610.010, RSMo, and shallcomply with the provisions of chapter 610, RSMo.
