In matters relating to comprehensive planning, aregional planning commission created under sections 251.150 to251.440, and any planning commission or other organization,public or private, heretofore constituted or designated may enterinto a contract and cooperate with any federal, state or localunit including other planning commissions, or organizations,within this or other states under the laws of Missouri.
