246.275. The governing body of any county may designate andestablish a public levee district within the county, if thegoverning body has received a petition signed by a majority oflandowners within the proposed public levee district requestingthe establishment of such a district. Any such public leveedistrict shall have no powers of taxation. Once a public leveedistrict is established and duly created by a majority vote ofthe governing body of the county, the governing body, on behalfof the public levee district, may receive and expend moneys forthe purposes of repair and maintenance of the public leveedistrict's levee and related appurtenances and such governingbody shall have the powers of a levee district board of directorsspecified in sections 245.285 to 245.545, RSMo, other than thepower of taxation specified in section 245.445, RSMo. Thegoverning body of the county having established a public leveedistrict pursuant to this section shall be considered thedistrict's governmental sponsor.
