Task force created, duties, members, meetings--expiration date.
217.860. 1. There is hereby created within the department ofcorrections a "Task Force on Alternative Sentencing". The primary duty ofthe task force is to develop a statewide plan for alternative sentencingprograms. The plan shall include, but not be limited to, the following:
(1) Public-private partnerships;
(2) Job training;
(3) Job placement;
(4) Conflict resolution treatment; and
(5) Alcohol and drug rehabilitation.
2. In developing this statewide plan the task force shall at aminimum acquire and review the following information:
(1) The cost per year to incarcerate one offender;
(2) The cost of the proposed alternative sentencing program orprograms per year;
(3) The recidivism rate for different types of offenses; and
(4) Information and research to assist the task force in determiningwhich classes of offenders should be targeted in alternative sentencingprograms.
3. The task force created in this section shall be comprised of thefollowing members or their designees from the entity represented:
(1) The director;
(2) The director of the division of probation and parole;
(3) Two probation and parole officers or supervisors, who shall beappointed by the director of the division of probation and parole;
(4) One member of the department of economic development's workforcedevelopment office who shall be appointed by the director of the departmentof economic development;
(5) Two circuit or associate circuit judges who shall be appointed bythe governor;
(6) Two chief executive officers of two different private businessesthat employ a minimum of twenty employees each who shall be appointed bythe governor;
(7) Two prosecuting attorneys who shall be appointed by the governor;
(8) Two members of the house of representatives, one of whom shall beappointed by the speaker of the house and one of whom shall be appointed bythe house minority leader; and
(9) Two members of the senate, one of whom shall be appointed by thepresident pro tem of the senate and one of whom shall be appointed by thesenate minority leader.
4. The task force shall meet at least quarterly and shall submit itsrecommendations and statewide plan for an alternative sentencing program orprograms to the governor, to the general assembly, and to the director byDecember 31, 2006.
5. Members of the task force shall receive no additional compensationbut shall be eligible for reimbursement for mileage directly related to theperformance of task force duties.
6. The provisions of this section terminate on May 31, 2007.
