Prisoner transfers by United States treaty with foreigngovernments--governor's powers--director's duties.
217.137. If a treaty in effect between the United States anda foreign country provides for the transfer or exchange ofconvicted offenders to the country of which they are citizens ornationals, the governor may, on behalf of the state and subjectto the terms of the treaty, authorize the director of thedepartment to consent to the transfer or exchange of offendersand take any other action necessary to initiate the participationof this state in the treaty.
