Individualized assessment of applicant--rulemaking authority.
208.071. 1. The department shall make an individualized assessmentof the skills, prior work experience, and employability of each recipientof assistance under the program who:
(1) Has attained eighteen years of age; or
(2) Has not completed high school or obtained a certificate of highschool equivalency, and is not attending secondary school.
2. No participant may be assigned to any education, training oremployment component of the state's welfare-to-work programs prior to anindividualized assessment. The assessment shall be consistent with thecriteria listed in section 208.325.
3. The division may promulgate rules and regulations that arereasonable and necessary to accomplish the limited duties specificallyprovided by this section. No rule or portion of a rule promulgatedpursuant to the authority of this section shall become effective unless ithas been promulgated pursuant to the provisions of chapter 536, RSMo.
