Fiscal year--budget--treasurer custodian of funds.

182.645. 1. The fiscal year for each consolidated publiclibrary district shall be July first to June thirtieth, and eachyear the librarian shall submit to the board of trustees a budgetfor the forthcoming fiscal year. The board shall approve thebudget after making any changes therein that it deems necessary.The budget shall be approved on or before June thirtiethpreceding the fiscal year for which the budget was prepared. Theboard on its own motion or at the request of the librarian, fromtime to time, may amend or modify the approved budget. A copy ofthe approved budget shall be filed with each county commission orcounty executive office of the counties comprising theconsolidated public library district, and with the state auditor.

2. The treasurer of the board of trustees of a consolidatedpublic library district shall receive and be the custodian of allmoney belonging to the district from whatever source derived.All funds of the consolidated public library district derivedfrom local taxation to be used for normal operations of thedistrict and received from the county collector, shall be kept ina consolidated library operating fund. All funds belonging tothe district which are to be used for building purposes shall bekept in a consolidated library building fund; all funds derivedfrom state aid or federal grants, other than land, building andfurnishing grants, shall be kept in the consolidated libraryoperating fund; and the board may establish any other funds thatit deems necessary. The treasurer shall deposit all moneysbelonging to the consolidated public library district in thedepositaries that are selected by the board of trustees. Thetreasurer shall also be the custodian of all bonds or othersecurities belonging to the consolidated public library district.

3. Consolidated public library district moneys shall bedisbursed by the treasurer by appropriate instrument of paymentonly upon due authorization of the consolidated public librarydistrict board of trustees and duly certified for payment by thepresident. The certification shall specify the amount to bepaid, to whom payment is to be made and the purpose for whichpayment is being made. The board by resolution may direct thatthe signature of the president or treasurer be a facsimilesignature in the manner provided by sections 105.273 to 105.278,RSMo.

4. No authorization or certification shall be made, and noinstrument of payment issued for the payment of any consolidatedpublic library district indebtedness unless there is sufficientmoney in the treasury and the proper fund for the payment of theindebtedness and be in the proper form.

5. The treasurer of the board of trustees shall submit tothe board of trustees, at each regularly scheduled meeting of theboard, an accounting reflecting receipt and disbursement of fundsbelonging to the consolidated public library district.
