Plans--contracts for library building (cities 10,000 or over).

182.270. When it has been determined at the election toprovide for the erection of a free public library building, theboard of trustees shall proceed to have plans and specificationsof a public library building prepared, shall take bids thereonfor the construction of the building and shall let the contracttherefor to the lowest and best responsible bidder, and shallrequire of such bidder securities for the performance of his bid.The board may let parts of the material or labor for the erectionof the building to different bidders, as to it may seem best, andmay reject any and all bids.
