Treasurer of board of trustees, duties.

182.143. 1. The treasurer of the board of trustees of alibrary district shall receive and be the custodian of all moneybelonging to the district from whatever source derived. Allfunds in the library district derived from local taxation for thelibrary fund and received from the proper city finance officershall be kept in the city library fund. All funds of the librarydistrict derived from local taxation for the library buildingmaintenance and refurnishing fund and received from the propercity finance officer shall be kept in the library buildingmaintenance and refurnishing fund. All funds of the librarydistrict derived from state aid or federal grants, other thanland, building and furnishing grants, shall be kept in thelibrary operating fund. The board may establish any other fundsthat it deems necessary. The treasurer shall deposit all moneysbelonging to the library district in the depositaries that areselected by the board of trustees. The treasurer shall also bethe custodian of all bonds or other securities belonging to thelibrary district.

2. Library district moneys shall be disbursed by thetreasurer by appropriate instrument of payment. The board oftrustees shall prepare a budget for each fiscal year and allexpenditures shall conform to such a budget. The budget shall beapproved by the board of trustees. The board by resolution maydirect that the signature of the president or treasurer be* afacsimile signature in the manner provided by sections 105.273 to105.278, RSMo.

3. No authorization or certification shall be made, and noinstrument of payment shall be issued for the payment of anylibrary district indebtedness unless there is sufficient money inthe treasury and the proper fund for the payment of theindebtedness and unless the authorization, certification andinstrument are in the proper form.

4. At each regularly scheduled meeting of the board thetreasurer of the board of trustees shall submit to the board oftrustees an accounting reflecting receipt and disbursement offunds belonging to the library district.

5. Nothing in this section shall prohibit a library districtfrom contracting with a municipality for services.
