Vocational education fund--how obtained when no state appropriationis made.
178.520. Whenever the general assembly makes no otherappropriation for carrying out the provisions of sections 178.420to 178.580 or makes an appropriation which is not sufficient toentitle this state to all the federal moneys which may beallotted to it, the school board of any school district in thisstate, the board of regents of any state college or stateteachers college, and the board of curators of the university maymake the appropriations from any funds under their control thatare necessary to enable the school district, state college, stateteachers college or university to take advantage of theprovisions of sections 178.420 to 178.580. When theappropriation has been made, a warrant shall be drawn in favor ofthe treasurer of the state of Missouri for the amount. Themoneys so received from the various school districts, statecolleges, state teachers colleges and state university shall beplaced by the state treasurer into a special fund to be known asthe "Vocational Education Fund", and shall be the "state money"referred to in sections 178.420 to 178.580. The state board ofeducation shall pay back to any school district, state college,state teachers college, or university, out of the vocationaleducation fund:
(1) Any surplus money paid into the fund by it and whichshall not be needed to secure for it the benefits of this law,and
(2) All money paid by it, if it fails to meet prescribedconditions and is therefore unable to participate in thedistribution of federal moneys under sections 178.420 to 178.580.
