Appointment of boards.
174.060. Every two years during a regular session of thegeneral assembly, the governor shall, by and with the advice andconsent of the senate, appoint two regents for each college, andwhenever a vacancy occurs in either of said boards by death,resignation, removal from the district or by operation of law orotherwise, the governor shall, in a like manner immediatelyappoint some competent person to fill such vacancy, andcommunicate his action thereon to the senate at the next sessionof the general assembly thereafter. The person so appointedshall hold his office subject to the confirmation of the senate,for the unexpired term; provided, that not more than three ofsaid board, excluding the state commissioner of education, shallbelong to the same political party. Of each board of regents, atleast one member shall be a full-time student of the college overwhich the board has governance. The student regent, whileattending the meetings of the board, shall receive his actualexpenses, which shall be paid out of the university's ordinaryrevenue.
