Loan standards and qualifications--rulemaking procedure.

168.565. 1. The coordinating board shall adopt and promulgateregulations establishing standards for determining eligible students for loansunder sections 168.550 to 168.595. These standards may include, but are notlimited to, the following:

(1) Citizenship or permanent residency in the United States;

(2) Residence in the state of Missouri;

(3) Enrollment, or acceptance for enrollment, as a full-timeundergraduate student in an approved teacher education program at aparticipating school;

(4) Evaluation of the results of the entry-level test as establishedunder section 168.400.

2. The policy of the coordinating board shall not discriminate in theawarding of loans on the basis of race, color, religion, sex or nationalorigin. The policy shall comply with the Federal Civil Rights Acts of 1964and 1968 and executive orders issued pursuant thereto. The coordinating boardshall give due consideration to the cultural diversity of applicants.

3. No rule or portion of a rule promulgated under the authority of thischapter shall become effective unless it has been promulgated pursuant to theprovisions of section 536.024, RSMo.
