Classroom trust fund created, distribution of moneys--use of moneys bydistricts.
163.043. 1. For fiscal year 2007 and each subsequent fiscal year,the "Classroom Trust Fund", which is hereby created in the state treasury,shall be distributed by the state board of education to each schooldistrict in this state qualified to receive state aid pursuant to section163.021 on an average daily attendance basis.
2. The moneys distributed pursuant to this section shall be spent atthe discretion of the local school district. The moneys may be used by thedistrict for:
(1) Teacher recruitment, retention, salaries, or professionaldevelopment;
(2) School construction, renovation, or leasing;
(3) Technology enhancements or textbooks or instructional materials;
(4) School safety; or
(5) Supplying additional funding for required programs, both stateand federal.
3. The classroom trust fund shall consist of all moneys transferredto it under section 160.534, RSMo, all moneys otherwise appropriated ordonated to it, and, notwithstanding any other provision of law to thecontrary, all unclaimed lottery prize money.
4. The provisions of this section shall not apply to any optiondistrict as defined in section 163.042.
5. For the 2010-11 school year and for each subsequent year, allproceeds a school district receives from the classroom trust fund in excessof the amount the district received from the classroom trust fund in the2009-10 school year shall be placed to the credit of the district'steachers' and incidental funds.
