137.554. 1. Notwithstanding the provisions of section137.555, in all counties of the second class containing all orany part of a city of more than sixty-five thousand and less thanone hundred thousand inhabitants, the county shall expend notless than twenty-five percent of the moneys accruing to it fromthe county's special road and bridge tax levied upon propertysituated within the limits of any city, town or village withinthe county for the repair and improvement of existing roads,streets and bridges within the city, town or village from whichsuch moneys accrued.
2. The city council or other governing body of the city,town or village shall designate the roads, streets and bridges tobe repaired and improved, shall specify the kinds and types ofmaterials to be used, shall provide for the repairs andimprovements by private contract or otherwise, and, in any case,the county commission shall pay the costs thereof out of anyfunds available under the provisions of this section.
